Try weakside front pocket with a J frame/SP-101/small auto (I sometimes use a P3AT in that capacity). You can nonchalantly put your hand in your front pocket and already have your gun in hand for a lightning fast draw. Gun #2 is also a fast reload, can be passed off to another person who needs one, be drawn if your strong hand is injured by gunfire/is tied up in a struggle, or save your bacon if your primary malfunctions, or is damaged by gunfire. Ankle carry might also work well if you spend a lot of time driving or seated.

There are nasty parts in every town, but Zercool makes the locale in question sound like the south side of Chicago. If locking car doors, business doors, being vigilant, never putting oneself in a corner ect. doesn't give you enough security, relocation might be the best tactic you can employ.
