If your Winchester is a long action (30-06 length), by all means, seat the bullet further out than required in the medium length actions. You can achieve 25-06 velocities (or very close) in the long action.

Check the data you use for seating depth, as the difference from med-long action is huge.

My Browning Micro-Medallion (medium length action) requires quite deep seating, with a LOT of the bullet below the neck base. It stills shoots very well.

IMR 4350 is the correct powder for the heavy bullets.
