It was probably from some WW "Treasury" loads, which was a 110 grain JHP loaded to pressures in excess of +P that were sold to various Treasury agencies back when revolvers ruled the LE world. Most of these loads were carried and fired from .357 Magnum revolvers, with the 2 1/2" Model 66 being the most popular Treasury gun for this use.
