Maybe it's got something to do with the age of it, but my scoped Ruger 10-22 will keep 'em in the 9 ring all day long. I say that because it'll tear out the 10 ring, but there'll be a few fliers.

I bought it new in 1972, so perhaps they spent more effort on them.
