Can't speak for your states laws, but under federal law you can give a gun as a gift to anyone you please...relatives, friends, neighbors, etc. The only requirement is that you pay for it with YOUR money(not theirs) and the person you give it too must be someone not otherwise restricted from possessing a firearm...Felon, fugitive, adjudicated mental case, etc.
