If California law is anything like NJ, also a compliant state, the magazine conversion / restriction must not be reversable by any normal means. My NJ compliant magazine is pinned via a blind drilled hole and the pin secured by some type of adhesive or resin.

A block or an easily removed pin is not a legal conversion for a high capicity magazine by NJ statute.

In NJ we are allowed 15 rounds max.

I have purchased 15-22 magazine repair kits from 44mag and plan on altering them to 15 rounds by the same means as the one that came from the factory.
