In modern revolvers the .38 Short Colt seems to be the new darling of the ICORE shooters. Power factor in ICORE is 120, which means that you need to get a 120 gr. bullet going to 1000 FPS, or a 158 gr. bullet to 770 FPS, whichever floats your boat. This should be very easy to do with a wide variety of powders. I have seen excellent accuracy with the Short Colt even in .357 Magnum revolvers. The potential is certainly there, but it does seem like a lot of trouble just to gain a negligible advantage in speedloading.
