Such programs are illegal.

You are not selling to an individual but rather to a group and they will not be the end user.

They do not have the authority to buy guns since some are likely stolen and they cannot give amnesty for either possession of or theft of a firearm. Even the police department cannot give permission for such.

I have the records of three gun buy back attempts. All were illegal, not one got a decent gun but rather got a few stolen guns and several guns that sold new for less than what was being paid for them.

Maybe I should start a gun buy back program, only for my own needs. Each gun turned in would get $50 per revolver, $75 for each semi and $100 for each rifle. Three thousand dollars ought to bring in a lot of guns off the street. Those that were stolen, I would turn into the local PD. The rest would fill my cabinets.
