I agree it's time to challenge the legality of these programs. How many cases have we heard of the people running getting caught "cherry picking" them for desireable items. And when did you ever hear of a "Turn in your controlled substances" or "Turn in your counterfeit money"
buyback. They are of course, just feel goods and "Let's pretend we're doing something about crime."
