If I recall correctly, in one of those 911 incidents, they didn't get the order wrong, they took the money, INTENTIONALLY gave the person something different from what they ordered, then refused to give them what they DID order (they claimed they were out) OR to refund her money.

That's FRAUD. An FFL can't take your order and payment for a SIG P210, ship you a Hi Point C9, and then refuse to provide you what you ordered OR to give you a refund.

Obviously, what happened didn't merit a 911 call, but it certainly merits a non-emergency call if the manager made or won't override that "decision".

A mistake is one thing, fraud is something entirely different.
