That's FRAUD. An FFL can't take your order and payment for a SIG P210, ship you a Hi Point C9, and then refuse to provide you what you ordered OR to give you a refund.

Obviously, what happened didn't merit a 911 call, but it certainly merits a non-emergency call if the manager made or won't override that "decision".

A mistake is one thing, fraud is something entirely different.
I agree, that did not merit 911. But, how many people know the phone number to the police department? I needed to call the cops one time and could not even find the number in the phone book. I finally called 911, told 'em it was NOT an emergency, but that I couldn't find another way to reach the police.

I now have both the police and sheriff office numbers in my cell's memory.
