RCBS Uniflow Powder Measure. That would be my choice.

I still use my old Herters powder dropper, and it works fine. The battery has never gone dead because it doesn't use one, and it never needs to be warmed up.

The consistancy of drops depends largely on the shape of the powder. I use HP-38 for my pistols and once set, the load never changes. Spherical rifle powders, on the other hand, don't settle as finely as ball or flake. I typically set the dropper a grain or two light, then top off the load with a trickler. Rifle accuracy and powder consistancy requirement is much more fickle than pistol.
