If 7 thousandths is the most you can measure, with the cylinder forced backwards as far as you can, I don't believe this is excessive. I have heard that 0.008" is considered a maximum design clearance at the factory. I recently had an N frame that had 0.012" endshake. It shot really well and had no bad characteristics that I could find.
