The tumbling bullet effect idea is also what prompted the trend in the late 1800’s toward long for bore rifle projectiles. Think of all the 6.5mm rounds adopted by various countries and even original military loading of 7x57. This idea was not abandoned because of the effects of those bullets against soft targets but because of their performance against vehicles.
