What the man was talking about was a multiple handgun transfer form (don't remember the number or the Fed Statute no) and must be done if a transferee receives two handguns within 5 GOVERNMENT business days. This is a form which the transferee doesn't normally see and has nothing to do with a 4473. And yes if you leave the dealer and come back you need a new 4473 and background check.
Thanks for the info on the fee for the phone calls. I understand now this is a state fee. We don't have that here as we call directly to NICS.
