I never said cops have a mandate to protect civilians. I said they have a mandate to run TOWARDS trouble. And I'm sure there are some Mac-10's in every state. The trick is to move to an area where they are not common. If I had to worry about marauding gangs ith Mac-10's taking hostages ad trading shots with armed civilians at the local 7-11, I'd move, period.
