Stan is probably right about the phrase "cop trade-in." Among my gun store buddies we use the phrase for anything traded in by corrections, private security, foreign law enforcement/military -- anything but individual trade-ins -- mostly because we are not sure where these guns come from, but they look like old cop guns (lot's of holster wear, beat exterior, but nice mechanism).
