Imagine that, I guess it's hard enough and takes long enough to get a carry permit, they figure you don't really need to know how to shoot. You must show that you put a deposit down on a gun, but you cannot touch a handgun without the permit, go figure. Each handgun you want to carry has to be listed on your permit, by filing an amendment, before you may possess the gun.
