I had a Glock 23 that wouldn't shoot into a hat at 25 yards with 180 grain ammunition, any of it. It shot tighter groups with 155 grain ammo, but still not what I wanted. Finally it shot CorBon 135 grain JHP into sub-3 inch groups at 25 yards.

I got rid of it, not because of accuracy issues, but because it felt like shooting a 2x3.
