I have "reloaded" primers using cap gun caps. They do work, but it is a slow operation. One can make the old corrosive chlorate primer mixtures (which is essentially what is used in cap gun caps) fairly easily if you can find some potassium chlorate. Lots of recipes out there. It is a last ditch measure however. But it may come to that.
