I am not an expert on codes, but the gun is likely from 1952-53 and the B means it was blued and the 3 could be for 357 caliber or perhaps it was serviced in March of 1954 as the repair shop would stamp the date under the left stock in this fashion. Seems too soon for a refinish so it could have been something minor.

Shorter is better with revolvers. With N frame 357s the 3.5" is king but there is a near cult following for the 5" versions. Value depends on originality (stocks?) and condition. Assuming the stocks are correct and it's a 90% high-end shooter I would pay $650 for but many would call that too low. You are shopping so you have to decide.
