Yes. That's what I'm saying. Dowels are normally 3 feet long, but you'll use only about 4 inches of it. By rotating it around the bolt hole, you should be able to get it pretty darn close. In your OP, you made it sound like your cylinder is WAY out of wack. You can get it close using a sharp drawing pencil! Good luck.
