I know that they are linked to the Driver's License, as I have been stopped and not carrying, and the LEO has asked. There is no requirement to inform a LEO that you are NOT carrying, only that you are. After the first time, I would just advise, that I have a CPL, but I am not 'carrying'. Eliminates the surprise factor.

I don't believe they are linked to the license plate/registration, but that would be something to check out for sure.
