Sorry, but I don't see this as a blatant anything. If "The Government" wants a database of veterans, the information is already there from a multitude of sources.
Besides, no one is
required to get the I.D. card. Don't want it, don't get it. And to my knowledge, the cards aren't even available now. So this is all just worry and discussion over something that doesn't even exist.
