Probably, you're right, that some gunsmiths can convert a standard gun-use-cartridge into a cap and ball, but that's not a point, because... it's still a "normal firearm", but converted.
Normal firearm = prohibited *
Convert = illegal *
* Of course, in almost whole Europe.
