Not a cop but had a lot of experience drawing week hand from a upside-down Bianchi 9R shoulder holster vintage mid-70s. Gun was a Model 60 S&W. I would assume it would also come into play using strong hand on strong side holster.

As I was a right handed person and wore the holster under my left arm I found that it was not that difficult to get the gun with weak left hand/arm. Grab the butt and pull a bit down and out and you had a gun in your hand. As I shot lots of PPC I was quite familiar with shooting with weak hand.

I would think build and dexterity would come into play It was easy to draw and if right arm/hand was occupied it would be very handy. Though my build was “Fluffy” I had no problems (5’11 230#s)
