IIRC the K-38 "Combat Masterpiece" was introduced just prior to the 4" K-22 (around 1949 ish), while many Police depts probably used the smaller caliber gun as a trainer the K frame .357 "Combat Magnum" was not introduced until late 1955.

The K-22 "Combat Masterpiece" initially was the same as the 6" K-22 with a shorter barrel but by 1955 the 4" and 6" K-22's have different frame and barrel profiles.

Lastly while all factory Mod 18 revisions were 4" not all 6" K-22's are Mod 17's and while Model 17 variations are mostly 6" some revisions were offered in 8,3/8" and later in 4" lengths as well.
