No, because the plastic of the handguard has a direct metal contact with the barrel that conducts the heat. The heat shield is simply to protect the firer's hand.
When I first fired my Sport II, it had these handguards on it. I ran a 60 round string fairly quickly, and the handguard was still comfortable to hold.
