I agree, the bullet should not move even without a crimp. The crimp does not increase the neck tension and crimp does not hold the bullet. The crimp is only to iron out the bell you put on the mouth of the case to help start the bullet.

If the bullet is not tight there is something wrong with the sizing the case.
