For my $, the ammo in the OP's photo is essentially brand new. I have a number of those loads in those boxes. No thought of it not being shootable.

As others have posted, always check what you are buying at a show. Some sellers try to be cute and push their reloads as factory. In spite of this, I made it through the "ammo crunch" with ammo I had bought inexpensively at shows.
