I used to work for the Pennsylvania dept of Transportation as a driver license examiner (DMV).
When PA started putting a flag on veterans driver license's someone decided it was discrimination to require documentation, so anyone can walk into PennDot and request a flag and they will put it on the license, with no proof or documents. I always hated that I couldn't request some kind of proof. Consequently a lot of retail places in PA won't accept the flag because it's so easy to get.
