You can go to your local police department and have your fingerprints done. Walk in and explain that you need 2 sets of FBI fingerprint cards completed. If they ask why, tell them to submit an NFA Form 1 (or 4). They may charge you (they didn't for my wife...). They wanted to see her Form 1 (she didn't have it on her), but they did it anyways, so feel free to bring a blank Form 1 for them. Ultimately, its none of their business....
The form 4 will also require fingerprints and photographs (so get 4 fingerprint cards done), UNLESS, by some miracle, you get the Form 1 back before you submit the Form 4. 41F grants a 2 year allowance from the (receipt of stamp? submission? unclear...) when a Form 1 or Form 4 is approved where you do not have to resubmit fingerprints (and I believe photos as well)..
