As Guy says, both are a possibility, so a definite answer comes down to a letter. Your serial falls into the transitional time period. During most of 1941 the small service stocks with medallion were still used. I seem to remember, but am not sure, that we've had pre-Victorys here with serial lower than 89xxxx that already had smooth stocks (with matching numbers). DWalt may have noted that in his database.
