My overwhelming experience and observation is that those who have a lot of non-professional encounters with police make a lot of bad decisions, largely involving poor impulse control and a failure to grasp the concept of cause and effect.

If you're talking to the cops, somebody did something wrong, either you, the cops, or a third party.
