You are correct. These pistols were offered to active members of the Indiana State Police. The number on the side plate was the badge number of the officer that ordered the weapon. The "badge" is a facsimile of the hat shield worn on the campaign hat the Troopers wear ( or should wear). Mine has badge #448. In addition, it has a trigger and hammer that was specially made for me and not of stainless steel by a S&W representative ( Archie). He came to the Invitational pistol match that was held each year several times and loved Scotch. About 1975 headquarters decided it cost to much money to continue. The match was attended by officers from Mexico, Canada and many states throughout the U.S.A.
