Or you are talking to each other while waiting to be seated at a restaurant. Or they are asking for your help in finding a lost child. Or you are chatting with them at a pistol match. Or.........
I averaged over 1,500 traffic stops per year for over 24 years. I also responded to quite a few calls for service when neighbors were not getting along, people were fighting in bars, etc. I met individuals like Mr. Craig on two occasions. Not everyone is that defensive when meeting the police on less than pleasant circumstances.
I've been stopped by police while I was off duty. If you live long enough and travel enough, it's going to happen. If you don't go looking for a confrontation with police it is often difficult to find one.
