The "Tire and Feather" or "Flying Wheel" is indeed the insignia of the Ohio State Highway Patrol. My guess it that it was probably custom engraved by someone not connected to S&W such as a jeweler. I wonder why two names, Merrell and Whipple? Nonetheless, a great find.

You might want to contact the Ohio State Highway Patrol historian, as he might be able to research who they were.
