That is a refinished 38 Military & Police, 4th Change revolver with replaced stocks from a much later era S&W K frame. Ship date would be around 1917. S&W M&P revolvers were available in only two standard finishes during that era - blued and nickel plated., with special plating being rare. Walnut service stocks would have been standard on that model, with a diamond around the screw and round tops with medallions like shown below. Those were the stocks used from 1910 to 1020. Those Magna stocks on the gun would be maybe from the 1980 era.

As for value, with the finish and Magna stocks, maybe worth $200 to $250 if in good mechanical condition.
