Different manufacturers ship replacements in different ways. While Ruger is well known for only shipping to a FFL, both SIG and Rock Island shipped my and my son's guns directly to us. The manufacturer records receipt of the old gun from a customer and records the number of the replacement gun sent to a customer.
Smith said they would only ship it to an FFL and asked me which one. I wondered why as I had shipped it to them directly the second time.
