I'm not sure about that. Correct that interstate transfers must be received by an FFL, but my guy will accept out of state shipments from a non-FFL. However, it is usually cheaper for an FFL to ship than for a private citizen. My state does not require a bill of sale or other paperwork for a face to face transaction.
