If it's a new gun, I'd probably send it back. Definitely a return if you can see striations or machine marks in the charge holes.

If used, I'd try polishing the chambers. I've done this with Ruger Vaqueros used for Cowboy Action Shooting. Wrap a cleaning patch around a .38 brass brush, chuck the brush in an electric drill and GENTLY polish the tight chambers moving the brush back and forth. Start with something like Flitz or Mother's Mag Polish. Check the chamber regularly with a .38 case. There is some danger here of getting the charge hole out of round, or not keeping it even front to rear. If you are not comfortable with this process, the other option is to take it to a gunsmith who will probably do something similar.
