They did.
Cops especially, though many, if not most, cops would have it delivered to their office. Their is an 11% federal excise tax on guns and ammo that the manufacturer pays. That tax is built into the cost of S&Ws. Cops are exempt when guns and ammo are ordered for "official duty". Gov't agencies like PDs and Sheriff's Offices are also exempt. So, a cop could order a gun on the dept letterhead for "duty use" and avoid that 11% tax.
S&W even had a form to fill out saying it was tax exempt.
