I think it's that way with many large organizations. Remember that the people who answer the phones are probably among the lowest paid employees. Thus turnover is most likely very high. With high turnover comes mistakes. Even in organizations that pay well you can call two different times and get two different answers. Take the IRS or ATF for example.....
