You can mount a 3913 upper on a CS9 lower, but unfortunately there is a noticeable gap between the front of the frame and the lower lug of the slide. This keeps it from being a viable combination for me.
You could search for a pre-rail 3913TSW, or even one of the early 7-round flush-fit steel baseplate 3913 magazines to basically achieve the same effect with a 3913 pistol.
