If she didn't have a license to carry she cannot take the gun out of the car while she pumps gas. She can only take it from the car to her home or workplace or other destination.
I understand the story to be that this all happened very quickly and the perpetrator apparently didn't have any time to take the lady's gun. That's the way it is supposed to be. Remember what Tuco said in
The Good, the Bad, and the Ugly:

That's always good advice. I admit to often leaving my keys in my car when I pump gas but I do shut it off and I do keep my eyes open. But I think I'll revert back to always taking the keys with me.....
