Until I noted the note about .38 Spl. I thought you were loading rifle cartridges. Brush case necks?????? You chamfer on new/new to you cases, not every time. Size the primer pockets?????? Are you talking uniform or crimp removal? Resizing/depriming will take care of any stuff in the flash hole.

OK, I generally clean primer pockets every time. If I'm pressed for time and just loading for practice in the near future, I may skip that.

If you're reloading brass from an autoloader, you want to clean the brass to remove dirt, grit and other stuff that may damage your dies. Depriming before throwing the brass in the vibratory/tumbler case cleaner will at least give your primer pockets a once over. Going through the size/deprime die will clear the flash hole.
