NEON GREEN, 0VER A BASE COAT OF WHITE. THAT'S THE LAST COLOR OF THE SPECTRUM TO DISAPPEAR IN LOW LIGHT.....

APPLY IT WITH A TOOTHPICK, RATHER THAN A BRUSH......
