My dad was NYPD. Sworn in at round 1960. I found a letter from the precinct captain granting my father permission to acquire a m36 Chiefs Special IN NICKEL! In my those days silver guns were for bad guys. Later on dad put imitation stag horn grips on his service revolver. I’m thinking it was for a laugh. As you state, he was corrected at roll call.
