I can help with part of your question. The number on the left side of your frame is an inventory number, not a badge number. It should read ILL. S.P., then a 3 or 4 digit number. Mine (39-nothing) was issued to me in the ISP academy in '68, inventory number 415. One of our members (ISP Capt.) may be able to help with the rest of your question.
