Many .22s and shotguns had no SNs prior to GCA-1968, which required SNs for everything. The Remington Nylon semiautos didn't actually have a receiver in the conventional sense, so the SN was stamped on the sheet metal cover.

I have several old .22s with no SNs, but I have stamped my own ID number on them in unobtrusive areas in the event I need to identify them at some future time. Those made before the serial numbering requirement are not illegal.
